We appreciate the concerns of elected officials in Washington. I would like to take this time to explain how this terrible incident occurred.&lt;/p&gt;&lt;p&gt;The National Football league were in the process of destroying some of our own practice tapes for the purpose of propriety. The standard operating procedure for destroying team's practice tapes is by use of one National Football League approved Model 91-38 Mannlicher-Carcano.&lt;/p&gt;&lt;p&gt;The afore mentioned tapes are controlled in one room. We call it the NFL tape depository. Practice tapes to be destroyed are categorized and stored on the south side of the room. Tapes in deposition are stored on the far Northeast wall.&lt;/p&gt;&lt;p&gt;Tapes are destroyed one at a time by a highly trained marksman. Monday was "practice tape execution day," as it is fondly referred. On the day in question, Julie Mangini, witness to said destruction, noticed one of the tapes in evidence had been struck by a round. It was fine for a few minutes.   Then they cut away from the actual game to a couple of guys in a studio talking and talking and TALKING about everything but the game I had tuned in to see.  And the feed would not go back to the game except for a few minutes here and there.  They even went to the freakin' sideline reporter for many minutes.  You could see the players on the field doing things behind him but no, we couldn't just watch them while he was talking because this reporter had some absolutely scintillating topic of discussion about wonderfully banal minutiae that obviously demanded vast preference of observation of his stupid face.&lt;/p&gt;&lt;p&gt;Someone else tried it the following week and this time he got to watch the whole game, so maybe it was a fluke. Each Senator may only hold office for 6 years, a 6 year term.  Representatives may only hold office for 2, 2 year term.  After their term is expired, they must be elected to serve another term.&lt;/p&gt;&lt;p&gt;What you want are &lt;b&gt;eligibility&lt;/b&gt; limits like not being able to run for they same office after more than two or three terms.  For example, the Presidency.  After two terms in office, the President is ineligible to run for another term.  That's a limitation of eligibility for office, like like the age limitation, not term limitations, like length of term in office.  I know I'm picking nits here, but it's important for people to fully understand.  There's a big difference between term limits and eligibility limits for those who hold public office. Or MLB for that matter."&lt;/p&gt;&lt;p&gt;Article 1, Section 8 of the Constitution states that Congress has the authority &lt;i&gt;"To constitute Tribunals inferior to the Supreme Court."&lt;/i&gt;&lt;/p&gt;&lt;p&gt;According to the Constitution, Congress has the authority to create ether a senatorial tribunal for the Senate or a representative tribunal for the House if the members of Congress consent.  This tribunals can be comprised of other members of Congress and they can compel any citizen to testify. It never has been. If you do a quick search, you'll find the NFL's rule bool omline in a pdf format. Know what? Nothing in it about taping signals, etc. What you want to find is the NFL pdf of it's operations manual. In it, you'll find a very small part where it talks about where on the field, and in what manner, cameras and other recording devices man be placed. That is the rules ciolation that the Patriots were fined for, and NOT for the taping of signals.&lt;/p&gt;&lt;p&gt;Heck, you can even email the league's PR staff and they will forward you a copy of Goodell's statement on the issue. Of course, that might be difficult to read, what with your mind all made up about cheating and all that, but it's worth the time to examine.&lt;/p&gt;&lt;p&gt;The Patriots have not cheated, and were not caught cheating. Patriots nation is still as strong and as large as Red Sox nation, and we do care very much about our Patriots and their bid for history.  If Kraft's organisation hadn't shown the Red Sox management how to build a winning team, there would probably have been no World Series Champions from Boston. That's fact, and something old man Shaugnesset simply can't bring h8imself to admit.&lt;/p&gt;&lt;p&gt;     That attitude is typical of the Globe, which, being owned by the NYT, is about as much a New England paper of record, as Mitt Romney is a New Englander got once having lived here.&lt;/p&gt;&lt;p&gt;      The Patriots are on the verge of winning their fourth championship in the last 7 years. The Red Sox have 2 in the past 80+.
